Penelope Stockton Bonsall, 66, of Cape Coral, FL, formerly of Arlington, VA, Anchorage, AK, and Philadelphia, PA, passed away Sunday, August 10, 2014 in Cape Coral. Born October 20, 1947 in Philadelphia, PA, to Rodney and Mary Bonsall, now deceased, Ms. Bonsall was baptized Episcopalian in Chestnut Hill, PA.

A former Alaska election official and data processing expert, Ms. Bonsall served as Director of the Office of Election Administration, Federal Election Commission, for nearly 20 years prior to retirement. She was one of the select few members chosen to make up the U.S. team to visit Russia to observe the first democratic elections held in the mid-1990's.

Ms. Bonsall is survived by her sisters, Ellen (Isabel) Bonsall Fernandez (and her husband, Alvaro Fernandez), Frances Bonsall Marshall (and her husband, H. James Marshall), her brother, Stephen B. Bonsall (and his wife, Donna Leimkuhler Bonsall), her aunt (Patricia Bonsall), nine cousins, seven nieces and nephews, and five great nieces and nephews. She sadly leaves behind her best friend from her days at George Washington University, Vivienne McConnell Collins, and the love of her life, the Hon. Bruce S. Mencher, District of Columbia Superior Court Judge, of Washington, D.C.

Take the Schuylkill Expressway (Route 76) west to Valley Forge. Take the Mall Blvd exit (exit 327), and bear right onto Mall Boulevard. Proceed 0.2 mile and turn right onto North Gulph Road. Proceed 2.9 miles. (North Gulph Road becomes Valley Forge Road/Route 23 at the entrance to Valley Forge National Historical Park.) The Chapel is on your right.

From the Pennsylvania Turnpike:

Exit at Valley Forge (exit 326). Stay to the right when entering the toll booths. Take the first exit, marked "North Gulph Road." Continue on North Gulph Road about 2.9 miles. (North Gulph Road becomes Valley Forge Road/Route 23 at the entrance to Valley Forge National Historical Park.) The Chapel is on your right.

From the South:

Take I-95 north to Route 476 North (Plymouth Meeting). Proceed about 19 miles and exit at Route 76 West (Valley Forge). Follow Route 76 to Mall Blvd (exit 327), and bear right onto Mall Boulevard. Proceed 0.2 mile and turn right onto North Gulph Road. Proceed 2.9 miles. (North Gulph Road becomes Valley Forge Road/Route 23 at the entrance to Valley Forge National Historical Park.) The Chapel is on your right.
